In collaboration between the Ministry of Health of Ukraine and BDO in Ukraine, we have conducted a series of significant engagements on the audit of special purpose financial statements for the Projects implemented by the MOH and financed by the International Bank for Reconstruction and Development to confirm the financial transparency and effective management of the three leading Projects that materially affect the improvement of the healthcare system in Ukraine.
In light of the substantial healthcare system reforms in Ukraine, auditing projects funded by international financial organizations is a crucial step to enhance investor confidence and demonstrate the transparency and openness of management processes.
The Ministry of Health of Ukraine is a central executive body that is actively and efficiently improving the state of the country’s healthcare sector. The MOH plays a pivotal role in coordinating medical services and guaranteeing access to quality care for citizens. Additionally, it is responsible for ensuring the health of the nation, conducting disease prevention activities, and implementing programs aimed at combating epidemics such as COVD-19.
The objective of the “HEAL Ukraine” Project is to mitigate the impact of the war on the loss of human capital and to implement key actions necessary to restore the partially destroyed healthcare system. The Project aims to improve the quality of medical care, including the development of new models and protocols for medical services provision, medical staff trainings, procurement of medical equipment and modern alternative energy sources, as well as repair / reconstruction of healthcare facilities, including project design.
“Serving People, Improving Health” Project is a vital initiative to enhance the quality of healthcare in Ukraine. The Project’s primary objectives are to improve the quality of healthcare services and the efficiency of the healthcare system. A key focus area is the primary and secondary prevention of cancer and cardiovascular diseases.
“Ukraine Emergency COVID-19 Response and Vaccination” Project was launched in 2020 in response to the global pandemic. This initiative is aimed at preventing, detecting and responding to the threat posed by the coronavirus, as well as strengthening the national healthcare system and ensuring public health preparedness in Ukraine. The project involves the procurement of vaccines, mass vaccination and the delivery of medical care for those affected by COVID-19. According to the official MOH data, as of March 6, 2023, more than 35.2 million vaccinations against coronavirus have been administered in Ukraine, representing a significant milestone in the nation’s efforts to combat the pandemic and safeguard the health of its citizens.
The independent audit of the special purpose financial statements of the aforementioned MOH Projects, performed by BDO in Ukraine, demonstrates a high level of trust and recognition of the professionalism of both parties. The Independent Auditor’s Reports on the Projects’ financial statements, provided by BDO in Ukraine, serve as a confirmation of compliance with the terms of the financial agreements by the IBRD and the MOH, the targeted use of the allocated funds, etc. These reports certify that the funds are used for their intended purpose and contribute to the restoration of the medical infrastructure of Ukraine.
This partnership underscores the significance of ensuring financial transparency and adherence to international norms for the implementation of projects financed by international financial institutions. These principles are paramount for the effective administration of the funds allocated to strengthen Ukraine’s healthcare system, fight pandemics and vaccinate population.
Should you require an independent audit, BDO in Ukraine is prepared to offer professional assistance. Our team will deliver high-quality services, meticulous analysis, and well-informed recommendations.
