Exploring additional ways to revive Ukraine:

Essay by Vira Savchenko on the strategic implementation of AI tools

In a new collection of essays entitled “Finding Additional Ways to Rebuild Ukraine: A Collection of Inspiring Concepts”, prepared by the Institute of Analytics and Advocacy, leading experts from think tanks, government, and the business community offer their views on key reforms that could free up or expand domestic financial resources in Ukraine and contribute to its progress towards the EU.

The authors of the essays propose possible actions to increase the domestic capacity of Ukrainian economy, hoping that the proposed solutions will be implemented and contribute to Ukraine’s resilience and recovery.

One of the most striking essays in the collection is by Vira Savchenko, CEO of BDO in Ukraine, on "Using AI to increase the investment capacity of small and medium-sized businesses in Ukraine and small municipalities." In her essay, Vira highlights the potential of Artificial Intelligence for the development of Ukrainian SMEs and small municipalities.

The strategic implementation of AI tools has the potential to revolutionize the way Ukrainian SMEs and municipalities access and utilize European and other international funding, propelling economic growth and facilitating smoother integration with the EU.

Key points of the essay:
  • Promoting economic growth: AI can simplify the development of complex grant proposals, streamline the grant application process and improve overall project management. This will allow for more efficient investment and sustainable economic benefits.
  • Improved project management: AI will help in the early stages of project implementation by solving current problems with innovative solutions. This will increase Ukraine’s capacity to absorb investments and ensure that the gains are substantial and sustainable.
  • The importance of a sound legal and ethical framework: The rapid adoption of AI technologies, supported by a sound legal and ethical framework, will be crucial to transforming Ukraine’s digital landscape and securing its future as a modern, sustainable economy within the EU.
  • Cost-effectiveness: The total cost of implementing AI tools in 617 small Ukrainian municipalities (1,000 to 10,000 inhabitants) could be approximately EUR 723 thousand. At the same time, only three EU programs — Horizon, LIFE, and Interreg — can potentially provide more than EUR 2 billion in grants.

This essay emphasizes the importance of AI adoption to improve the investment capacity of Ukrainian SMEs and municipalities. The use of AI tools can significantly contribute to Ukraine’s economic recovery and integration into European framework.

“Artificial intelligence (AI) can help SMEs and small municipalities turn their ideas into grant or investment applications. A government program that provides advanced AI tools and related training can simplify the application process for small municipalities and SMEs. Today, accelerating economic recovery and seamless integration into European framework through the use of Artificial Intelligence tools is not a theoretical possibility, but a promising reality. And Ukraine has the potential to become a leader in this direction,” — said Vira Savchenko.

This collection inspires new ideas and actions that can become the foundation for the revival of Ukraine and its further successful development in the European context.
