Construction waste disposal is key to Ukraine's smart recovery

The aftermath of russia's full-scale invasion has led to a significant increase in the amount of construction waste in Ukraine. It turned out that the almost non-existent recycling system limits the possibility of efficient use of resources for reconstruction. This makes recycling not only an environmental necessity, but also a key factor in economic growth.
 
At the event “Recovery and Reconstruction Monitoring #5” held on January 18, Nadiya Ivanova, the expert at BDO in Ukraine, participated in the review of the reconstruction expenditures over the past month and discussed strategies for the disposal of construction waste for the most effective recovery. 

The event was held by the Center for Economic Strategy and the Institute for Economic Research and Political Consultations as part of the EU-funded project “Recovery Cost Control”.

The fifth release of the monitoring highlighted changes in the recovery sector, including public expenditures on reconstruction projects. Particular attention is paid to the issue of construction waste disposal resulting from the full-scale russian invasion. It was noted that most of the waste in Ukraine is not recycled in full, and the importance of its rational recycling for environmental and economic benefits was highlighted.

The speakers shared their findings and statistics indicating that there is a large amount of construction waste. 

Volodymyr Landa, the expert at the Center for Economic Strategy, analyzed construction procurement in detail, noting that in 2023, 183 thousand procurements were made in the category of “Construction and maintenance”, and as of 2024, 173 thousand were completed for a total of UAH 283 billion.






Mykola Boyko, First Deputy Head of the Kyiv Regional State Administration, emphasized that Kyiv region is a leader in terms of the number of renovated facilities. The implemented projects are: UNITED24 and the regional recovery program. 866 facilities have been restored so far, and 52 communities in the Kyiv region have been damaged. Water supply, gas supply, and crossings are being restored as a priority, and now they have already reached the stage of major renovation. More than 5,400 thousand objects need to be dismantled, some of them have already been dismantled. The amount of construction waste that has already been taken to the landfill is 300 thousand tons (not a large amount compared to Donetsk and Kherson regions). The Japanese organization “Jica” has provided waste recycling equipment to be used for these 300 thousand tons. Currently, unfortunately, the waste is not separated on site, but is taken to a landfill. As of now, 866 facilities have been renovated, but there is a need for efficient use of construction waste.

Roman Pushko, the co-founder of the NGO ReThink, noted that recycled materials are not always competitive with new ones due to cheap rents for primary materials. He noted the lack of a centralized waste recycling program and the importance of addressing this issue to optimize recovery.

The analysis of the situation indicates that there is great potential for the development of a construction waste disposal system in Ukraine, which will primarily optimize costs and reduce the negative impact on the environment. Implementing an effective disposal strategy will be the key to the country's smart recovery, which considers not only economic but also environmental aspects.
