Discussion of current issues: BDO in Ukraine at the forum “Public safety in times of war”


Recently, Kyiv hosted the forum-exposition “Public Safety in Times of War. Cooperation of the SES of Ukraine and Communities” brought together key stakeholders to discuss topical issues of public safety in times of war.

In today’s environment, when war has become an integral part of our countr’'s life, the issue of public safety is of particular importance. Against this urgent context, cooperation between the State Emergency Service of Ukraine (SESU) and communities is becoming an important factor in ensuring the safety and protection of citizens.

One of the main topics of the forum was the discussion of civil protection and fire safety. It is important to recognize that these aspects become especially relevant in times of war, when the population faces new threats and risks. Cooperation between the SES of Ukraine and communities in these areas helps to attract public awareness of emergency actions and ensure effective fire safety in residential and public buildings.



Against the war threats, the creation of volunteer brigades of firefighters in communities has attracted special attention. This initiative reflects not only the need for self-defense and protection against possible fires, but also encourages citizens to actively participate in ensuring the safety of their territory.

As part of the strategic direction of the SES of Ukraine, a training manual “Establishment and Operation of Fire and Rescue Units for Local and Volunteer Fire Protection” was created with the public involvement. The document contains algorithms for the organization of local fire protection (LFP) and voluntary fire protection (VFP) by local self-government bodies.

To digitalize the processes, the SESU, together with the Ministry of Digital Transformation, is introducing a unified register of fire and rescue units of the VFP and LFP, which will become part of the Management of civil defense forces and means. This register will facilitate effective accounting of voluntary and local fire protection units and improve communication with rescuers and volunteers.
Organizing community awareness on fire safety and occupational health and safety, especially among children, is critical in today’s world. 
Emergencies, including fires and accidents at work, can happen at any time, and knowledge of their causes and prevention methods can save lives.

Another key topic of discussion was mine countermeasures in times of war. Given the threats posed by explosive objects and mines, it is important to coordinate actions between the SES of Ukraine and communities to effectively identify and eliminate such threats.

Each of the topics discussed at the forum reflects the importance of cooperation between the SES of Ukraine and communities in times of war. Only through joint efforts and cooperation we can effectively ensure the safety and protection of the population in the most difficult conditions. Participation in this forum demonstrates the importance of public engagement and professional expertise in ensuring the safety of citizens in all aspects of their lives.
