Performance Summary
BDO in Ukraine develops specialised modern services for municipalities in Ukraine. This initiative is particularly useful due to its cooperation with international specialists from the BDO network (comprising 165 countries), which provides access to global resources and expertise.The need for capacity building in Ukrainian municipalities and regions is made even more urgent by insufficient funding for staff development in local governments. Some international organizations have already initiated pilot projects for municipalities, but the needs remain high. In particular, there is a shortage of qualified specialists to work with international partners, especially in the field of grant programs.
Municipalities are recognized as key participants in the processes of reconstruction and sustainable development of Ukraine. Effective involvement of international partners and implementation of the decentralisation reform require trained personnel capable of overcoming challenges and effectively using existing opportunities.
Collected data from a survey among Ukrainian municipalities
We conducted a survey among Ukrainian municipalities to understand the level of their participation in cooperation with international partners in the field of recovery and development. More than 28% of municipalities were interviewed, which allows us to draw important conclusions: most of them are actively involved in various grant programs, especially in the southern regions of Ukraine. Most municipalities expressed the need for capacity building (training local staff to work with grant programs, project management, English translations, etc.), especially in smaller municipalities.Key analytical findings:
- 28% of Ukrainian municipalities responded to our survey from all regions of the country.
- 95% of respondents expressed the need for capacity building in working with grant programs
- 31% of the surveyed municipalities admit that there is not enough specialists to work with grant programs
- 73% of the total population of Ukraine lives in the communities we surveyed.
Offer of BDO in Ukraine
Preparing local government representatives to participate in reconstruction and sustainable development initiatives is critical. BDO in Ukraine is working on the creation of training programs on an ongoing basis together with international donor organizations. These programs may cover trainings in project management, infrastructure modernization, environmental innovation, and grant management. But it takes time. To date, the team of specialists of BDO in Ukraine has developed an innovative algorithm that integrates artificial intelligence tools to improve the process of preparing grant applications. This algorithm not only optimizes data collection and analysis, but also significantly increases the opportunities for Ukrainian municipalities to receive international assistance through better prepared applications.
